Case 002 CLOSING ORDER

Boeung Rai (or, Bung Rei) Security Center where I was detained for 5-6 months as a child and where my mom was killed along with an estimated 30,000 victims - inexplicably not within the scope of investigation until my very public request and is now briefly mentioned in the Closing Order by way of a link to Wat Tlork Security Center, the first prison before our transfer to Boeung Rai (late 1977 to mid-1978).

There were at least 200 security/detention centers all over Cambodia, of which S-21 (Tuol Sleng) is only one of them.  Of these 200, approx. 5-7 claimed more deaths than the 14,000 at S-21.  Boeung Rai in the "East Zone" is one of them at 30,000 deaths, and the incomprehension of why it was not within the initial scope of investigation.  Photo: DC-Cam.


I am one of only 3 admitted Civil Parties detained at Wat Tlork, expressly within the scope of investigation, with a whole section in the 400-page Closing Order (the other 339 are endnotes) devoted to it, and the only one to link and address the Boeung Rai Security Center (above).

I expect my "day in court" as a witness of the Prosecution (and/or the Civil Party Co-Lawyers), or else it will not be very pretty.

I conceived of the Civil Party of Orphans at the moment I first submitted my application to become a civil party (and first to be accepted by the ECCC and international law) in Sept. 2007 (before there were even the existence of the Victims Unit and the application form!) and publicly expressed my intention to represent the Orphans Class at the Nuon Chea Feb. 2008 Pre-Trial Chamber hearings when I took the stand.  The members of the Orphans Class list me as their "representative" in their civil party applications.

Working lunch with president of the Cambodian Independent Teachers' Association (CITA) Mr. Rong Chhun and the most courageous, brilliant lawyer Mr. Chuong Chou-ngy.  CITA has 20 branches in 20 provinces with 9,400 official members.  There are 104,000 teachers in all of Cambodia (Phnom Penh, 16 Dec. 2010).  CITA has agreed to work with CIVICUS: Center for Cambodian Civic Education in bringing the Robert F. Kennedy Center for Justice & Human Rights' Speak Truth to Power project to Cambodians.
